Allow setting of MOTD with announce @power.

Description

Something I've implimented on my own mush that's working out quite well. Both MOTD and @wall are used to broadcast announcements to the playerbase; given that the 'announce' @power allows a player to make use of @wall, it's not too far of a stretch to have it allow the empowered player to set the MOTD as well.
